Un rinnovato protagonismo per stakeholder e corpi intermedi? Il secondo welfare, tra evoluzioni concettuali e sviluppi empirici

This chapter has a dual aim. The first is to (re)start from the definition of the concept of “second welfare” to reiterate its distinctive elements, its evolution and its link with the traditionally intended concept of “welfare”. Furthermore, it addresses some of the objections to the concept at the analytical level (it would be a confusing rather than a clarifying concept), and at the normative level (“second welfare” as a privatization of risks on an individual basis). In order to address these arguments, the article emphasizes the relevance of the procedural and collective nature of the phenomena ascribable to the second welfare, and stresses the need for a critical and pragmatic approach to the study of the ongoing transformations. Starting from the recognition of the centrality of the actors of the economic and social spheres in the second welfare, the second aim of this chapter is to reflect on the role that these stakeholders can play as intermediate bodies, reinventing and revitalizing their weakened representation function in a context characterized by an increasing disintermediation. This is the interpretative framework for the various contributions to this Report, outlined in the final section of this chapter.

Il capitolo si propone un duplice scopo. Il primo è (ri)partire dalla definizione del concetto di “secondo welfare” per richiamarne gli elementi distintivi, l’evoluzione e il nesso con il welfare più tradizionalmente inteso. Si prova quindi a rispondere ad alcune delle principali obiezioni che sono state mosse al concetto tanto sul piano analitico (si tratterebbe di un concetto che confonde anziché chiarire) quanto su quello normativo (“secondo welfare” come privatizzazione dei rischi su base individuale), sottolineando la rilevanza della natura processuale e collettiva dei fenomeni riconducibili al secondo welfare e rimarcando la necessità di un approccio allo stesso tempo critico e pragmatico allo studio delle trasformazioni in corso. A partire dal riconoscimento della centralità degli attori delle sfere economica e sociale nel secondo welfare, il secondo scopo del capitolo è proporre una riflessione sul ruolo che questi stakeholder possono esercitare in qualità di corpi intermedi, reinventando e rivitalizzando le funzioni di rappresentanza che – in un contesto caratterizzato da una crescente disintermediazione – in questi anni sono andate indebolendosi. È all’interno di questa cornice interpretativa che si collocano i diversi contributi di cui si compone il Rapporto, la cui struttura è delineata nella sezione conclusiva del capitolo.
