The article presents a research-training (2018) on the quality of ECEC service (0-6), which involved all the school coordinators (78) and the central coordination (4) of the Milan services in collaboration with researchers and trainers of the University of Milan-Bicocca and the Catholic University. The aim of the study was the participatory construction of a tool for the observation and improvement of educational quality, in a dynamic evaluation research perspective, oriented to the development of reflective and transformative skills of educators and teachers, as a keystone of the educational quality of services
