In this paper we consider the Italian case as an example of innovation in financial coordination that force the achievement of common fiscal goals across government tiers while minimizing the severe effects of fiscal constraints. Emerging fiscal arrangement at the local level are analyzed. Policy and management implications of what is being valued as innovation are also considered. Our findings show that innovation in fiscal governance matters for delivering public services more effectively and improving the liveability of local communities.
