The pandemic has highlighted how public organizations must increasingly abandon the logic of rigid attributions of competence to embrace instead the effective pursuit of public policies. In this regard, e-Health represents a particularly significant case, because it sees specific goals set by the European Union be implemented by Regions and Municipalities, while the State assumes the role of facilitator and coordinator.
