Il Regno Unito di fronte alla pandemia: assetti costituzionali, adattamenti procedurali e scelte politiche

This contribution aims to analyze the impact that the Covid-19 affair has had on the dynamics of the form of State and form of government in the United Kingdom. It will be examined the legal and political profiles of some topical moments that occurred during the parable of the pandemic, particularly significant for the life of the bodies of the British Constitution, notably Parliament, Government and devolved institutions. In particular, attention will be paid to the evolution of relations between Legislative and Executive, central and peripheral, in the context of the Covid-19 affair, focusing attention on a selection of profiles of constitutional interest raised by the ways in which the United Kingdom addressed the problems caused by this emergency. The fundamental goal, also from a comparative point of view, is to verify how the usual dynamics of the British Constitution have reacted to the emergency, and to argue if and how, even on this occasion, they have shown themselves to be flexible, ductile and open to innovation.

Questo contributo vuole analizzare l’impatto che la vicenda Covid-19 ha avuto sulle dinamiche della forma di Stato e della forma di governo nel Regno Unito. Verranno esaminati i profili giuridici e politici di alcuni momenti topici verificatisi durante la parabola della pandemia, particolarmente significativi per la vita degli organi della British Constitution, segnatamente Parlamento, Governo e istituzioni devolute. In particolare, l’attenzione verrà prestata all’evoluzione dei rapporti tra Legislativi ed Esecutivi, centrali e periferici, nel quadro della vicenda Covid-19, concentrando l’attenzione su una selezione di profili di interesse costituzionalistico suscitati dalle modalità con cui il Regno Unito ha affrontato le problematiche aperte da questa emergenza. L’obiettivo di fondo, anche in un’ottica comparativa, è verificare come le consuete dinamiche della Costituzione britannica abbiano reagito all’emergenza, e discutere se e come, anche in questa occasione, si siano mostrate flessibili, duttili e aperte all’innovazione.
