La crisi inattesa: ingiustizie sociali e decisioni pubbliche alla prova di Covid-19. Introduzione

The global impact of the pandemic immediately revealed some latent fragility of contemporary societies, largely the result of political choices and socio-economic transformations that in recent decades have tended to allocate resources and build projects based on priorities that have made them particularly vulnerable to unexpected challenges such as the current one. In this sense, the emergency context has highlighted a multitude of pre-existing systemic injustices, of which the crisis has nevertheless contributed to highlighting new aspects. At the same time, the need to take public decisions that address these critical issues has returned to the fore, both in the short term of the response to the health crisis, and in the longer term, starting from an aware acknowledgment of the fragility and inequity. social issues that the pandemic has brought out and aggravated. In this sense, for political, health and economic institutions, the Covid-19 pandemic was an unexpected stress test of their ability to carry out and justify decision-making processes in times of emergency, with the need to combine the efficiency of the response and the reference to shared criteria of justice.

L’impatto globale della pandemia ha reso manifeste fin da subito alcune latenti fragilità delle società contemporanee, in larga parte risultato di scelte politiche e trasformazioni socio-economiche che negli ultimi decenni hanno teso ad allocare risorse e a costruire progettualità in base a priorità che le hanno rese particolarmente vulnerabili di fronte a sfide inattese come quella attuale. In questo senso, il contesto emergenziale ha messo in luce una moltitudine di ingiustizie sistemiche preesistenti di cui la crisi ha tuttavia contribuito a evidenziare aspetti inediti. Contemporaneamente, è tornata in primo piano l’esigenza di prendere decisioni pubbliche che facciano fronte a tali criticità, sia nel breve periodo della risposta alla crisi sanitaria, sia nel più lungo periodo, a partire da una presa d’atto consapevole delle fragilità e iniquità sociali che la pandemia ha appunto fatto emergere e aggravare. In questo senso, per le istituzioni politiche, sanitarie ed economiche, la pandemia di Covid-19 è stata uno stress test inatteso della loro capacità di svolgere e giustificare processi decisionali in tempi di emergenza, con la necessità di coniugare l’efficienza della risposta e il riferimento a criteri di giustizia condivisi.
