Electron spin resonance and ultraviolet and visible absorption techniques have been used to study the optical and structural properties of RuIII and TiIII in TiO2- and RuO2-based phosphate glasses as a way of investigating the role of transition-metal oxides on the electronic properties of these glasses. From the spectroscopic and thermodynamic analysis of the results it could be inferred that strong metal-metal interactions predominate in TiO2-containing glasses, while metal-matrix interactions play the major role in RuO2-containing glasses, demonstrating that the distribution of the transition-metal ions inside the matrix is essentially determined by the structure of the matrix.
