As a consequence of the destruction by the Talebans of Afghanistan of the statues of the Buddhas of Bamyian (2001), the UNESCO General Conference adopted in 2003 a Declaration on the intentional destruction of the cultural heritage. The Declaration, which has a non-binding character and relates to both time of peace and time of war, has a rather deceptive content. For example, it does not include the so-called «crime against culture» in the list of crimes against humanity.
